Mungwai was a the Chief Adjudicator of the Lunar Trade Department.[1] She was first introduced in Earth Afire.

Mungwai agreed to meet with Imala Bootstamp and Victor Delgado about Victor's crimes. When Victor met Mungwai, she refused to believe any Victor's defenses by simply stating that being ignorant of the law was no excuse for disobedience. Mungwai had sent Victor's video to a member of STASA, who sent it up the chain of command to validate it, but beforehand Mungwai decided to deport Victor and to remove Imala from Victor's case, which would not be given to a prosecutor.[1]
